Devotional service to the Supreme Personality of Godhead is every soul's constitutional position. Unless one accepts that the Lord is the supreme maintainer and everyting is meant to be used in his service one will be unable to engage in such pure service. By the Lord's or His devotees' good will the seed of devotional service is planted in the heart of an aspiring devotee. But, the prospective practitioner of devotional service has to proactively engage in the process of hearing and chanting thus pleasing the Lord. As a river's water naturally reaches the sea, executing one's devotional service in the association of pure devotees will gradually mature into a direct relationship with the Lord.
