In the Bhagavad-gītā, it is stated that intelligence is above the mind, and the mind is above the senses. When one makes decisions based on purely the senses, they don't usually turn out to be right. When one makes decisions using his mind, they produce satisfactory results (sometimes right, other times wrong). However, when one uses his intelligence correctly and makes decisions, they usually produce good consequences because as Srila Prabhupada says 'Intelligence is the discriminating power to understand an object, and it helps the senses make choices. Therefore intelligence is supposed to be the master of the senses'.
