Anything which goes against the instructions of the Vedas is regarded as an uncivilized way of life. A civilization that allows men to mix unrestrictedly with women is an animal civilization. In Kali-yuga, people are extremely liberal, but mixing with women and talking with them as equals is an example pf an uncivilized way of life.

Among the living entities who live on the ground, only 400,000 are human species, and out of these 400,000 human species, many are uncivilized or unclean; they are not up to the standard of proper civilization. From the historical point of view, the Āryans are the most civilized section of human beings, and among the Āryans, the Indians are especially highly cultured. An uncivilized man can do anything for the satisfaction of his senses. He can kill children, he can kill cows, he can kill brāhmaṇas, he can kill old men; he has no mercy for anyone. According to the Vedic civilization, cows, women, children, old men and brāhmaṇas should be excused if they are at fault. But asuras, uncivilized men, do not care about that. The human race is divided into two sections. The one is legitimate and the other is illegitimate. Those who do not care about any laws of life, but simply work on the principle of sense gratification—they are all illegitimate. Sagara Mahārāja, following the order of his spiritual master, Aurva, did not kill the uncivilized men like the Tālajaṅghas, Yavanas, Śakas, Haihayas and Barbaras. Instead, some of them he made dress awkwardly, some of them he shaved clean but allowed to wear mustaches, some of them he left wearing loose hair, some he half shaved, some he left without underwear, and some without external garments.
