There are different facets to the word qualification. It could mean for a brahmana (eg. cleanliness, truthfulness), for a devotee (eg. simplicity, faith in the Lord), for representing philosophy (advanced/medium/neophyte person), or even for becoming a guru. The most important aspect where qualifications apply is who can understand Krishna. Krishna is 'very extremely difficult to attain' (su-duh-labha) even for the Vedas, knowledge personified, but very easily easily attained by His own devotee (Brahma-Samhita). There are various qualifications of a devotee, and the most important of those is love for Krishna. One who loves Krishna can bring Him under control. And the symptom of this love is laulyam, intense greed, for Krishna. Consequently it is said, "the one and only price to be paid for entering the spiritual realm is intense greed". However, the ultimate qualification that grants one this love (or takes notice of this greed) is mercy, either from Krishna or from His pure devotee. Since this mercy is always causelessly given, there is no qualification that qualifies one to get mercy. The only qualification to get mercy is that one was chosen to be given mercy. One who receives the mercy of the Lord thus becomes glorious, because he was chosen. Because the credit for this glory belongs to the Lord, therefore there is no question of pride or a feeling of being qualified, one only feels blessed and fortunate.
